The session combined a presentation on the hydrogen ecosystem in road mobility towards 2035 with a collaborative discussion, creating a focused platform to assess the current state of the ecosystem and identify key barriers to its development.

During the workshop, participants highlighted several structural challenges shaping hydrogen mobility in Portugal:

โ€ข Regulatory and licensing bottlenecks, including fragmented processes, lack of clear standards, and slow permitting

โ€ข Limited infrastructure and weak integration across production, logistics, and end-use

โ€ข High investment costs and insufficient public support to de-risk early-stage projects

โ€ข Skills gaps and limited availability of specialized workforce

โ€ข Market structure challenges, including over-reliance on large-scale projects and underdevelopment of decentralized solutions

โ€ข Low market confidence, driven more by perception than actual cost competitiveness

A key conclusion emerged: the main barrier is not only technological or economic, but systemic โ€” driven by misalignment between regulation, market conditions, and policy direction.

The insights from Portugal will contribute to the upcoming ๐ˆ๐‡-๐Œ๐ˆ๐„ ๐ข๐ง๐ญ๐ž๐ซ๐ซ๐ž๐ ๐ข๐จ๐ง๐š๐ฅ ๐ซ๐จ๐ฎ๐ง๐๐ญ๐š๐›๐ฅ๐ž on ๐Ÿ๐Ÿ’ ๐€๐ฉ๐ซ๐ข๐ฅ ๐Ÿ๐Ÿ๐ŸŽ๐Ÿ๐Ÿ”, supporting cross-regional cooperation and alignment ahead of the demonstration phase.
